Sim Dating Game

What program can/should I use to make a Dating Sim game?

The only program that I know of which is appropriate for making a 'Dating Sim' game is Macromedia Flash Professional 8, although I can only download a trial and I would prefer a permanent program. I can't pay for anything, so I would like a program that is free. If you don't know what a 'Dating Sim' is then please don't bother with my question.
